Wisconsin’s Open Enrollment program allows parents to apply for their children to attend school in a district other than the one in which they live. Students in Kindergarten through 12th grade may apply to participate in Open Enrollment. Students in four-year-old Kindergarten may only participate if 4K is offered by their resident school district as well.
Parents must submit applications for open enrollment to the nonresident school district no earlier than February 2, 2015, and no later than April 30, 2015 at 4 p.m. to participate in open enrollment for the 2015-2016 school year. By statute, late applications cannot be accepted for any reason. A student may apply to no more than 3 nonresident school districts.
A student who is attending a nonresident district on open enrollment may return to his/her resident school district at any time, by notifying both districts that the student will be returning. However, once the student goes back to their resident district they may not return to a nonresident district unless they reapply during the February application period.
There is no tuition cost to parents for their children’s participation in open enrollment. Instead, a per student amount of state aid money “follows” the student to the nonresident district. Parents of open enrollment students may be charged the same fees as resident students for books, towels, activity fees, and so on.
Parents are generally responsible for transporting their children to and from school in the nonresident school district.
